Kerala HRD Attestation Explained
"HRD attestation" is the everyday name for the state government's verification of educational certificates; the term dates from the old Human Resource Development departments. Every Indian state runs its own version, and our HRD attestation page covers the national picture. In Kerala, educational certificates are authenticated on behalf of the state government, while personal documents such as birth and marriage certificates go to the Home Department. The MEA will not attest a Kerala certificate until this state step is complete.
Norka Roots and the Kerala Route
Kerala certificates for people working abroad are commonly submitted through Norka Roots, the Government of Kerala agency for non-resident Keralites, which runs certificate authentication centers in the state. Educational certificates go for HRD authentication and personal documents for Home Department authentication, and the quote confirms the current submission channel for your certificate. Submission quality matters, because each certificate is checked against university or board records: a missing mark list, a name that differs from the passport, or an institution that cannot be verified is what usually holds a file up. SSLC, Plus Two, Degree and Nursing Certificates
- SSLC (10th): often requested for UAE school admissions, some visa types and as support for higher qualifications. Some certificates need verification by the examination board before HRD, and we check whether yours does.
- Plus Two / Higher Secondary (12th): needed for many visas and as a prerequisite in degree and nursing files.
- Degrees and diplomas: from Kerala universities (Calicut, Kerala, MG, Kannur, CUSAT and KTU, for example) and polytechnics, for professional job titles on UAE work permits and for an equivalency certificate.
- Nursing certificates: GNM and B.Sc Nursing certificates, often with nursing council registration, which sit at the center of UAE health-licensing files.
Then MEA and the UAE Embassy (MOFA Included)
- Kerala HRD (educational) or Home Department (personal) authentication, through Norka Roots.
- MEA attestation by India's Ministry of External Affairs. For the UAE this is attestation rather than an apostille, since the UAE does not take part in the Apostille Convention.
- UAE Embassy in New Delhi or a UAE Consulate in India: legalization for UAE use, with the UAE MOFA attestation now added digitally in the same step, so MOFA in the UAE is normally not needed afterwards.
