A local service agent in Dubai (LSA) is a UAE national who represents certain foreign-owned businesses before government departments. The agent holds no shares, takes no part in management and is paid a fixed fee under a notarized agreement. You typically need one for a mainland professional sole establishment or civil company. Wordcraft checks whether your license needs an LSA, arranges a suitable agent and prepares the agreement.
Do You Need a Local Service Agent?
It depends on the legal form and where the company is licensed. The table shows the usual position on the Dubai mainland and in free zones; DET confirms the rule for your activity when the application is filed.
| Legal form | Jurisdiction | LSA required? |
|---|---|---|
| Sole establishment, professional activity, foreign owner | Dubai mainland | Usually yes |
| Civil company of foreign professionals (consultants, engineers) | Dubai mainland | Usually yes |
| LLC with commercial or industrial activities | Dubai mainland | Usually no; most activities allow 100% foreign ownership |
| Branch of a foreign company | Dubai mainland | Either route: with a local service agent, or 100% owned by the parent without one where the activity allows it |
| Free zone company or free zone branch | Any free zone | No |
| Offshore company (RAK ICC, JAFZA offshore) | Offshore registry | No; it does not hold a UAE trading license |
For how professional structures compare with an LLC, see professional license in Dubai.
What the Agent Does, and What the Agent Cannot Do
The agent's job is administrative: supporting license, immigration and labor procedures where the authority expects a UAE national to be involved. The agent cannot sell your company, draw on its bank account, change the MOA or take profits. Those limits are written into the agreement, which is why the wording matters more than the name on it.
| Point | Local service agent | Local partner (shareholder) |
|---|---|---|
| Owns shares | No | Yes |
| Share of profits | No; paid a fixed fee under the agreement | According to the MOA |
| Role in management | None | As set out in the MOA |
| Main job | Represents the business before government departments | Co-owns the company |
| Legal basis | Local service agent agreement | Memorandum of Association |
How We Arrange a Local Service Agent
Wordcraft introduces a UAE national who acts as service agent for professional licenses, and we confirm the agent's identity documents meet DET's requirements before anything is signed. If you already have someone in mind, we check their documents instead. Either way, you meet or speak with the agent before the agreement is notarized.
The Service Agent Agreement and Its Notarization
The agreement sets out the agent's duties, the fixed fee, the term and how either side can end it. It is prepared bilingually, with the Arabic text by our MOJ-certified legal translators, and signed before a notary public through our notary public services in Dubai. It is then filed with the license application. Keep the notarized original with your company records: banks, landlords and DET may ask for it at renewal or when company details change.
Papers for an LSA Arrangement
- Passport of the owner or each partner, with UAE visa and Emirates ID if resident
- Passport and Emirates ID of the local service agent
- DET initial approval for the trade name and activity, which we obtain
- Attested degree or professional certificate if the activity is regulated
- For a branch: the parent company's documents, attested abroad and translated into Arabic

- We arrange the agent, draft and translate the agreement and book the notary.
- The license application is filed with the notarized agreement attached.
- Once licensed, we apply for the establishment card and visas, with each stage visible in online tracking.

Frequently Asked Questions
Does a professional license in Dubai need an LSA?
On the Dubai mainland, a professional sole establishment or civil company owned by foreign nationals usually needs one. A free zone company does not. We confirm the rule for your activity before you apply.
Does a local service agent own part of my business?
No. An LSA holds no shares, has no management role and no right to profits. The relationship is governed by the service agent agreement.
Can Wordcraft find a local service agent for me?
Yes. We arrange a UAE national service agent, check the documents and prepare and notarize the agreement.
Can I avoid needing an LSA?
Often, by forming a mainland LLC with full foreign ownership or a free zone company instead. We compare the options for your activity.
Can I change my local service agent later?
Yes. The agreement is ended on its terms, a new one is notarized and the license record is updated.
Does the LSA sign documents for my company?
The agent supports government procedures as set out in the agreement. Signing authority for the business stays with the owner or manager.
Is the agent's fee a share of profit?
No. It is a fixed amount agreed in the service agent agreement, not linked to turnover or profit. The amount is set out in your written quote.
Do professional licenses in Sharjah, Abu Dhabi or Ras Al Khaimah need an agent too?
Each emirate's economic department sets its own rules for professional licenses owned by foreign nationals. Our branches in those emirates confirm the requirement and can arrange the agent locally.
