Is attestation done by MOFA or by an embassy?
Usually both, in a set order. A foreign document is legalized by the UAE Embassy abroad, which now adds MOFA in the same step. A Dubai document going abroad gets MOFA first and then the destination country's embassy.
Do I need an appointment at a MOFA office in Dubai?
No. MOFA attestation is applied for online with UAE PASS, and for most foreign documents it is already done at the UAE Embassy abroad. Counter visits are the exception now.
