Is the UAE Part of the Apostille Convention?

No. As of September 2026 the UAE is not a member of the Hague Apostille Convention. Here is what that means for documents coming into the UAE and UAE documents going abroad.

Is the UAE part of the Hague Apostille Convention? No. As of September 2026 the UAE has not joined the 1961 Apostille Convention, so an apostille alone does not make a foreign document valid here, and UAE authorities do not issue apostilles. Documents are legalized instead: through the UAE Embassy in the issuing country on the way in, or through UAE MOFA and the destination embassy on the way out.

Short Answer

  • No UAE membership. UAE authorities do not accept an apostille as the final proof on a foreign document.
  • Documents coming to the UAE are authenticated in the issuing country, then legalized by the UAE Embassy or Consulate there. That mission now records the UAE MOFA attestation digitally in the same application.
  • UAE documents going abroad receive digital attestation from the UAE Ministry of Foreign Affairs (MOFA), then legalization by the destination country's embassy in the UAE if that country asks for it.
  • In some countries an apostille still appears in the route as an internal step before the UAE Embassy, but it is never the last step.

Both processes confirm that the signature and seal on a public document are genuine. They differ in how many steps are needed and who takes part.

Documents Coming to the UAE: Apostille (Where Used) + UAE Embassy

For a document issued abroad, such as a degree, a birth or marriage certificate, a power of attorney or a company resolution, the 2026 route is:

  1. Home-country authentication: notary, state or education authority and foreign ministry, as that country requires. In some countries the foreign ministry's step takes the form of an apostille.
  2. UAE Embassy or Consulate in that country: legalization, now with the UAE MOFA attestation completed digitally in the same application. The result is one digital certificate that UAE authorities can verify online.
  3. No separate MOFA visit in the UAE for most documents legalized this way.
  4. Legal translation into Arabic by an MOJ-certified legal translator, if the receiving authority needs it.

UAE Documents Going Abroad: MOFA + Destination Embassy

Because the UAE does not issue apostilles, a UAE document used abroad goes through legalization even when the destination country is an Apostille member:

  1. Issuing authority or UAE notary: a UAE university, a court, a free zone or a notarized power of attorney, for example. Some documents first need the issuing authority's own attestation.
  2. MOFA attestation: digital, with online verification.
  3. Destination country's embassy or consulate in the UAE: legalization where the destination requires it; see embassy attestation in Dubai.
  4. Translation into the language used by the receiving office abroad, when asked.

Each destination sets its own rules for foreign documents, so we check the requirement of the office that will receive yours before starting.

Country Examples (UK, USA, India, South Africa, Germany)

All five countries below are Apostille members, yet for documents used in the UAE they follow the legalization route:

  • United Kingdom: a solicitor or notary where needed, then the FCDO (whose authentication takes the form of an apostille), then the UAE Embassy in London, digitally with MOFA included. See UK certificate attestation.
  • USA: county or state (Secretary of State) certification, then US Department of State authentication, then the UAE Embassy in Washington, D.C.
  • India: notary and state HRD (educational) or Home Department / SDM (personal), then MEA attestation, then the UAE Embassy in New Delhi or a UAE consulate. India's MEA reserves its apostille for Hague countries and attests UAE-bound documents instead. See Indian certificate attestation.
  • South Africa: notary or issuing authority, then DIRCO authentication in Pretoria, then the UAE Embassy in Pretoria.
  • Germany: issuing authority or notary, then the Federal Office of Administration or the competent state authority, then the UAE Embassy in Berlin.

Frequently Asked Questions

Does the UAE accept apostilled documents?

Not as they stand. With the UAE outside the Apostille Convention, a foreign document also needs legalization by the UAE Embassy or Consulate in the country that issued it.

Can MOFA in the UAE issue an apostille?

No. UAE MOFA issues its own attestation, which is now digital. For use abroad, the destination country's embassy usually legalizes the MOFA-attested document.

My UK document already has an apostille. What else is needed?

Legalization by the UAE Embassy in London, which now includes the UAE MOFA attestation digitally. In most cases nothing more is needed from MOFA in the UAE.

Is attestation the same as legalization?

In the UAE the two words are used interchangeably. Both describe the chain of authentications that makes a document valid in another country.

Will the UAE join the Apostille Convention?

As of September 2026 it has not. If that changes we will update this guide; until then, plan for legalization.

Do I need an apostille before the UAE Embassy step?

Only when the issuing country uses its apostille as the authentication for your document. The UK's FCDO is one example: its apostille is then legalized by the UAE Embassy in London. Other countries use a separate foreign ministry authentication instead, and we tell you which applies.
