Each country decides who may translate documents for its applications, and the rules differ. Some accept a professional translation that includes the translator's details and a statement of accuracy; some ask for a sworn or notarized declaration by the translator; some require a translator accredited in that country, or accept only certain categories of translation for applications made from inside the country.
