What UAE Embassy Attestation Is

The UAE does not take foreign documents at face value. A degree from Manila, a birth certificate from London or a company resolution from Moscow must first be authenticated by the authorities of the country that issued it, and then legalized by the UAE Embassy or Consulate in that country. The embassy step confirms that the home-country authentication is genuine. Only once that chain is complete will MOHRE, ICP / GDRFA, KHDA, ADEK, MOHAP, the courts, banks and free zones accept the document.

Embassy attestation vouches for signatures and seals, not for content. A misspelled name or a missing date has to be corrected by the issuing authority before the chain starts.

What Changed in 2025–2026: MOFA Included Digitally

Until recently a foreign document went through two UAE-side steps: the UAE Embassy abroad stamped the paper, and MOFA attested it again after it arrived in the UAE. The UAE has merged these into one digital process:

  • The UAE Embassy or Consulate in the issuing country legalizes the document and completes the UAE MOFA attestation in the same step.
  • You receive a digital attestation, typically a PDF certificate, instead of paper stamps and stickers.
  • The receiving authority in the UAE can verify it online, which makes it harder to forge and easier to accept.
  • In most cases no separate MOFA attestation in the UAE follows.

Official UAE Mission Pages for Digital Attestation

Several UAE missions describe the service on the UAE MOFA website. In plain terms, their pages say the same thing: you submit one online application that covers both the UAE Embassy legalization and the MOFA attestation, the documents are submitted and received digitally, and the result is a digital attestation rather than a paper stamp. Examples are the pages of the UAE missions in London, New Delhi and Pretoria, and MOFA's general attestation services page sets out the rules for documents attested inside the UAE. Step-by-Step Route for Documents Issued Abroad

  1. Issuing authority: the university, school board, civil registry, court or company registry that issued the document; some countries first require a notary or a certified copy.
  2. Home-country authentication: the state, education or foreign ministry step the country requires, for example the MEA in India, the FCDO in the UK, DFA authentication in the Philippines or the US Department of State in the USA.
  3. UAE Embassy or Consulate in that country: legalization, with the UAE MOFA attestation completed digitally in the same step.
  4. Legal translation into Arabic: by an MOJ-certified legal translator, when the receiving UAE authority needs Arabic.
  5. Submission: to the employer, school, ministry, court or free zone that asked for it.

How to Verify the Digital Certificate

A digital attestation carries a verification reference, usually a QR code or a reference number, which UAE authorities check against MOFA's online records instead of inspecting stamps. Before you submit, we confirm that:

  • the name on the attestation matches your passport exactly;
  • the document type and issuing authority are right;
  • the verification code opens a valid record;
  • you hold the digital file and, where the authority asks for one, a clean printed copy.

When a Separate MOFA Step Is Still Needed

Most documents legalized under the digital system need nothing further from MOFA in the UAE. A separate MOFA attestation here is still relevant when:

  • the document was legalized at a UAE mission before the digital system applied there and carries only a paper embassy stamp;
  • the document was issued in the UAE (MOFA attests UAE documents directly, and the destination country's embassy follows if they go abroad);
  • a receiving authority asks for it specifically.

What to Send for a Quote

  • A photo of the original document: degree, transcript, birth, marriage or death certificate, police clearance, commercial document or power of attorney
  • The holder's passport copy, so names can be matched before submission
  • The name of the UAE authority that asked for the document
  • For companies: a copy of the trade license and the authorized signatory's passport

Keep originals unlaminated: MOFA's attestation rules state that laminated documents are not accepted. Once you confirm the quote, we ask for a signed authorization so our partners can submit the file abroad on your behalf.

Frequently Asked Questions

Do I still need MOFA attestation in the UAE after the UAE Embassy stamp?

For documents legalized under the digital system, normally not: the embassy or consulate records the UAE MOFA attestation within its own step, so the certificate you receive already covers MOFA. The exception is an older paper-only embassy stamp, which may still need MOFA in the UAE. We check which applies from a photo.

Is an apostille accepted instead?

No. The UAE has not joined the Hague Apostille Convention, so an apostille can only be one step inside the issuing country and never replaces UAE Embassy legalization. Read our apostille membership guide and the apostille services page for the difference.

Is UAE embassy attestation now only digital?

The UAE has moved embassy and MOFA attestation to a digital certificate that can be verified online. Missions adopted the system at different times, so we confirm the current format for your country when we quote.

Can UAE embassy attestation be done without me traveling?

My document has an old paper UAE Embassy stamp. Can I still use it?

Often yes, but it may need a separate MOFA attestation in the UAE first, because it was legalized before the digital system covered that mission. Send us a photo of the stamps and we will tell you.

Does the document need translating after UAE embassy attestation?

Can a foreign embassy in Dubai attest my document instead?
