- Issuing authority: the university, school, civil registry, court or chamber of commerce that produced the document.
- Education ministry, for academic papers: the Syrian ministry responsible for the school or university, where its check is required.
- Syria's foreign ministry (or the authority it designates): authenticates the Syrian signatures and seals.
- UAE legalization: through the UAE mission route open to your document at the time, with the UAE MOFA attestation recorded digitally where the digital system covers that route.

Arabic Originals and When English Is Needed
Syrian records are issued in Arabic, which UAE ministries, courts and schools read directly. Translation only becomes necessary when the file goes to an English-speaking employer, a free zone or a licensing body that works in English, or when a degree was issued in English or French.
