Cyrillic names follow the international passport, so one buyer does not appear under three spellings in a property file. Russian citizens use the Russian Embassy in Abu Dhabi and the Consulate General in Dubai for passports and papers signed here, and other CIS nationals use their own missions. Legalizing Russian and CIS Papers for the UAE
Russia and most CIS states issue apostilles, which the UAE does not accept in place of legalization. Papers are authenticated by the competent authorities at home, including the foreign ministry, and then by the UAE embassy for that country; its digital certificate now covers the UAE MOFA step too.
