Do I need to be in the home country for the first steps?

Does the document also need an Arabic translation?
Often, yes — UAE authorities usually require a certified Arabic legal translation of documents issued in other languages. We confirm this with the receiving authority and can do it in-house.
Is the attestation valid for every UAE authority?
Once the UAE MOFA attestation is complete — for most documents issued abroad it is now done digitally by the UAE embassy in the issuing country — the document can be used across the emirates. Some authorities also ask for an Arabic translation, which we check before submission.
Pakistan Consulate in Dubai or UAE Embassy in Islamabad: Which One You Need
Both are called "Pakistan attestation", but they serve opposite purposes, and choosing the wrong one wastes weeks.
- The UAE Embassy in Islamabad route is for Pakistani documents that a UAE authority must accept: IBCC or HEC for education, then Pakistan's Ministry of Foreign Affairs, then the UAE Embassy, which now includes the UAE MOFA attestation. This is the route described on this page, and the one a UAE work permit, family visa or equivalency needs.

The UAE Embassy in Islamabad now adds the UAE MOFA attestation digitally when it legalizes the document, which is why Pakistani documents rarely need a MOFA visit in the UAE anymore. Documents in Urdu need a legal translation into Arabic by MOJ-certified legal translators before most UAE authorities accept them.
