Certificate attestation for doctors and nurses in the UAE is the legalization of your degree, council registration, experience letters and good standing certificate so that a UAE hospital and health regulator will accept them. It runs alongside, not instead of, the primary source verification (PSV) ordered by DHA, DOH or MOHAP. Which Health Authority Will License You

The emirate where you will practice decides the regulator. Facilities in Dubai are licensed by the Dubai Health Authority (DHA), facilities in Abu Dhabi by the Department of Health (DOH), and those in the other emirates by the Ministry of Health and Prevention (MOHAP). Each regulator runs its own licensing portal and PSV. The certificates you attest are broadly similar for all three; the exact checklist comes from your employer and the authority.

  • Doctors and dentists joining a hospital, polyclinic or day-surgery center.

The Certificates a Licensing File Usually Contains

  • Primary qualification: MBBS, MD, BDS, BSc Nursing, PharmD or diploma. See degree certificate attestation.
  • Internship or house-job completion certificate, which regulators often look for next to a medical degree.
  • Specialty qualifications such as residency, board or fellowship certificates.
  • Council or board registration from the country where you practiced.
  • Experience letters from each facility, with dates, department and signatory. See experience certificate attestation.
  • Good standing certificate. Regulators expect a recent one, so read the validity window in your application before ordering it.
  • Marriage and birth certificates if your family will join you on your visa.

Start both at the same time. Passing PSV does not attest your degree for a visa file, and an attested degree does not count as PSV.

How Medical Qualifications Are Legalized

Qualified abroad, practicing in the UAE

The university, education department or professional council that issued the document verifies it first. The foreign ministry of that country then authenticates it, and the UAE Embassy or Consulate there legalizes it and records the UAE MOFA attestation digitally at the same time. An Indian MBBS, for example, passes through the relevant state or university verification, then the MEA and the UAE Embassy in New Delhi; see Indian certificate attestation. Trained in the UAE, moving abroad

UAE-issued degrees, internship letters and experience certificates go the other way: certification by the issuing body where required, digital MOFA attestation, then legalization by the destination country's embassy in the UAE if that country asks for it.

What Holds Up Health Professionals' Files

  • A good standing certificate that expired while the degree was still in attestation.
  • Experience letters without exact dates, a department or the signatory's name and title.
  • A married name on the passport and a maiden name on the degree, with no supporting document.
  • Attesting a transcript or diploma the regulator never asked for, while the internship certificate is missing.
  • Treating PSV approval as if it replaced attestation for the employment visa.

Planning Certificate Attestation for Doctors and Nurses

  1. Get the full checklist from your employer and regulator before attesting anything.
  2. Order time-sensitive papers first: the good standing certificate and updated experience letters.
  3. Open PSV and attestation together rather than one after the other.
  4. Match every name across passport, degree, registration and letters, or prepare the supporting affidavit early.

Frequently Asked Questions

Do doctors and nurses need both attestation and DataFlow-style verification?

In most cases, yes. PSV is the regulator's own credential check; attestation is the legalization chain that employers and visa files require. Neither one stands in for the other.

Which authority licenses me: DHA, DOH or MOHAP?

DHA for Dubai, DOH for Abu Dhabi and MOHAP for the remaining emirates. Your employer's facility location settles it.

Does my medical degree still need MOFA attestation once it reaches the UAE?

Usually not. The UAE Embassy in the country that issued it now completes the UAE MOFA attestation digitally when it legalizes the degree.
