How Attestation Works Now (September 2026)
Attestation in the UAE is now mostly digital. As of September 2026, the UAE Ministry of Foreign Affairs (MOFA) attests documents electronically, and for documents issued abroad the UAE Embassy in the issuing country usually completes the MOFA step for you. One thing has not changed: every document still needs the right chain of authorities before a UAE employer, school or ministry will accept it.
- Applications are online. MOFA takes attestation requests through its website and app, signed in with UAE PASS.
- UAE-issued documents move quickest. Birth and marriage certificates and other UAE-issued documents are attested by MOFA online, usually within an hour, without the paper original changing hands.
- Foreign documents need one embassy step. In most countries the UAE Embassy or Consulate legalizes the document and adds the MOFA attestation digitally in the same application.
- Paper rules still apply. MOFA does not attest laminated documents, and a document must be in Arabic or English or come with a certified translation.
- There is no apostille route. The UAE has not joined the Hague Apostille Convention, so a foreign apostille never replaces UAE Embassy legalization.

Who Accepts Attested Documents in the UAE
Attestation is only useful if the office in front of you accepts it. These are the UAE bodies that most often ask for attested documents, with the Wordcraft page for each case:
- Residence and family visas: the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) and, in Dubai, GDRFA ask for attested marriage and birth certificates.
- Work permits: the Ministry of Human Resources and Emiratisation (MOHRE) needs an attested degree for many skilled job titles.
- Schools and universities: KHDA in Dubai, ADEK in Abu Dhabi, SPEA in Sharjah and the higher-education ministry (for equivalency) want attested school and university records.
- Healthcare licensing: DHA, DOH and MOHAP check attested qualifications and experience letters; see attestation for healthcare professionals.
- Company matters: the Department of Economy and Tourism, free zones and banks ask for attested commercial documents such as board resolutions and powers of attorney.
- Courts and notaries: a foreign document filed in a case or used in a notarized deed needs attestation and, usually, an Arabic legal translation.

What is the difference between attestation, apostille and equivalency?
Attestation (legalization) is the stamp chain the UAE uses. An apostille is a single certificate used between Apostille Convention countries, which the UAE is not. Equivalency is a separate ministry decision on the level of a foreign degree, made after attestation.
