Al Twar Centre is a multi-storey building that brings together counters of several government and semi-government service providers, alongside private businesses such as translation offices, service centers, banks and cafés. For many people in north-east Dubai it is the nearest place to hand in documents, sign papers or complete a transaction in person. Because it houses different providers, the services available (and their timings) are set by each department, not by the building. The practical rule is simple: before you go, check the official website or app of the department you need, to confirm that the service is offered at Al Twar Centre and at what times.

Visitors typically come to Al Twar Centre for these kinds of transactions:

  • Notary and legal documents: powers of attorney, affidavits and declarations that need a notary.

  • Always: your original passport and Emirates ID, and copies.
  • Foreign certificates (birth, marriage, degree, police clearance): attested in the issuing country and by the UAE embassy, with the MOFA step now completed digitally, then translated into Arabic by an MOJ-certified legal translator if the department asks.
  • Documents in English only: many departments accept English, but notary documents and court-related papers usually need Arabic. Ask for a legal translation before your visit, not after.
  • Company documents: trade license, memorandum of association and board resolutions, attested and translated where they come from abroad.
  • Power of attorney: a draft in the correct form, plus the ID copies of both parties.

Getting There: Metro, Parking and Nearby Landmarks

  • By car: head for Al Nahda Road in Al Qusais; Al Twar Centre is on the main road, with the Arzoo Building beside it.
  • By Metro: the Green Line runs through Al Qusais; from the nearest station it is a short taxi ride or walk.
