On the mainland the license comes from Dubai's Department of Economy and Tourism (DET); free zones issue their own service licenses. Do I Need a Local Service Agent for a Professional License?
On the Dubai mainland, a professional sole establishment or civil company owned by foreign nationals generally needs a local service agent (LSA): a UAE national who represents the business before government departments but owns no part of it. A free zone professional license does not need one, and neither does a mainland LLC with full foreign ownership. DET confirms the final rule for your activity at application.

Is Your Work a Professional Activity?
If your income comes from expertise or a service you deliver yourself, the answer is usually yes. Typical examples:
- Management, HR, marketing and business consulting
- Software development, IT support, web design and digital marketing
- Graphic, interior and fashion design
- Training and coaching (a training center may also need education-authority approval)
- Engineering, architecture and technical consulting, subject to sector approvals
- Translation, photography, events and media production

Choosing a Free Zone Service License Instead
Free zones license consultants and service firms with full foreign ownership, flexi-desk or office packages and a visa allocation tied to the space you take. They fit professionals whose clients are overseas, online or in other free zones. SHAMS, SPC, RAKEZ and IFZA are common choices, and IFZA's own activity list is published at ifza.com. If you mainly invoice mainland UAE companies or want government work, a mainland license is often the better fit. There is no local agent to appoint in any free zone.
Which Professions Need Attested Qualifications
Regulated professions need proof of qualification, or a sector regulator's approval, before DET issues the license. Healthcare, education and training, legal consultancy, engineering and auditing are the usual examples. Degrees and experience letters from abroad are first authenticated in the issuing country and then at the UAE embassy in that country, where UAE MOFA attestation is now usually issued digitally within that same embassy step.
