Picking the Food Activity and Where to License It

Almost every street, mall or community outlet is licensed on the Dubai mainland, because it sells to the public. The activity on the license has to match what you serve and how you serve it:

  • Restaurant with dine-in seating, with or without a named cuisine
  • Café or coffee shop
  • Cafeteria or snack counter
  • Bakery and sweets
  • Catering or a central kitchen supplying other outlets

Free zones allow food outlets only inside the zone's own premises. That works for a café serving a business park, not for a neighborhood restaurant. Checking a Unit Before You Sign the Lease

The costliest mistake in a food project is signing for a unit that cannot pass the kitchen approval. Before you commit, confirm that:

  • the property is permitted for food and beverage use
  • the landlord or mall will issue a no-objection letter for your fit-out
  • the floor plan leaves room for separate storage, preparation, cooking and washing areas
  • gas, drainage and a kitchen exhaust route can actually be installed

Once the tenancy is registered in Ejari, the drawings go for approval, and only then does the build start. Moving a wall after an inspection costs far more than getting the plan approved first.

Cloud Kitchens, Catering and Home-Based Food

A delivery-only kitchen is still a food establishment. It needs a license, an approved kitchen and trained staff, even with no dining room. Catering units that supply offices or events are licensed as catering, which brings its own conditions on food transport and storage. Some home-based food activities have a separate licensing route with limits on what may be sold, and we check whether your idea fits before you buy equipment. Delivery apps normally ask for the trade license and the food-safety approval, so both come before the listing.

What a Franchise or Corporate Partner Must Provide

When a foreign brand or company joins as a partner, its papers must be legalized abroad and translated. The franchise agreement or parent-company certificate is authenticated in its home country and then legalized by the UAE embassy there, which now completes the UAE MOFA attestation digitally in the same step.
