Foreign driving license conversion in the UAE lets many new residents swap a home license for a UAE one without starting again at a driving school. Whether you qualify, what the licensing authority wants and whether you need a legal translation depend on three things: the issuing country, the language of the license and the emirate of your residence visa. This checklist takes those decisions in order.

Who Can Exchange and Who Needs Lessons
Foreign license holders fall into two broad groups:
- Licenses from eligible countries. The authorities publish a list of countries whose licenses can be swapped for a UAE license without lessons. If yours is on it and the license is valid, you normally pass an eye test, submit your documents and settle the authority's charges, and the UAE license is issued once the file is approved.
- Licenses from other countries. Off the list, you usually open a file at an approved driving school. Depending on the authority's rules and your driving history, a shorter route may be offered, or you may need the full training plus the theory and road tests.
The list is revised periodically, so check it on the official channels of the RTA (Dubai) or the licensing authority in your emirate; copies on other websites are often stale. You generally need a UAE residence visa and Emirates ID before exchanging. Visitors usually drive rental cars under separate rules that the rental company confirms.
When a Legal Translation Is Required
The licensing officer must be able to read your category, issue and expiry dates, restrictions and personal details. A license in Arabic or English is generally taken as it is. One written only in another language, such as Russian, Ukrainian, Chinese, Japanese, Korean, Persian, Turkish, Thai or Greek, usually has to be legally translated into Arabic or English by a translator licensed by the UAE Ministry of Justice.
A few cases trip people up:
- Partly bilingual licenses, with the name in Latin letters but the categories and restrictions in the local script. The authority may still want the back translated.
- App-based licenses. Bring a printout or official extract of the record along with the card, so translator and officer look at identical information.
- Recently renewed or replaced licenses, where the issue date is new but your driving history goes back further. If the authority asks for proof of that history, the proof may need translating as well.
- Name spellings that differ between license and passport. The translation follows the passport, so the file matches your Emirates ID.

Documents Checklist
Lists vary by authority and case, yet most exchange files are built from the same papers. Have these ready before you book:
- Your original foreign driving license, valid on the day you apply
- A legal translation of it into Arabic or English, if it is in another language
- Your passport with a valid UAE residence visa
- Your Emirates ID, or its application details where the authority accepts them
- An eye test result from an approved optician, often linked to your file electronically
- Photos, if the authority still asks for them
- Anything extra the authority requests for your country or situation

Emirate-by-Emirate Differences
Licensing is handled locally, so your office depends on the emirate that issued your residence visa.
- Dubai: the Roads and Transport Authority (RTA) runs license exchange, driving-school files and tests through its service centers, approved driving institutes and online channels.
- Abu Dhabi: the traffic and licensing services of Abu Dhabi Police handle it. Residents there can use our branch for legal translation in Abu Dhabi.

The principles match everywhere, but steps, channels and document lists can differ, so check with the authority in your emirate before you set off.
Step by Step: From Foreign License to UAE License
- Confirm your route. Is your license country on the current eligible list, or do you need a driving-school file?
- Check the language. If the license is in neither Arabic nor English, WhatsApp us a photo of both sides; a written quote follows within 10–30 minutes.
- Collect the legal translation, stamped by an MOJ-licensed legal translator. Keep the PDF for online submissions as well as the paper copy.
- Take the eye test at an approved center if the authority requires one.
- Submit the application at the authority's center or through its app or website, with license, translation, passport, visa and Emirates ID.
- Receive your UAE license once the file is approved and the authority's charges are settled.
Common Reasons a File Is Delayed
- The foreign license has expired, or runs out before the application is complete
- The translation covers only the front of the card, leaving out the categories on the back
- The translated name does not match the passport spelling
- A machine translation or an uncertified one is handed in
- The applicant assumes the country is on the eligible list when it is not, or the list has changed
