Yes, a woman living in the UAE can sponsor her husband. She needs a valid residence visa, a salary that meets the minimum in force (confirmed at application), a registered tenancy contract and an attested marriage certificate. The file then goes through GDRFA if she lives in Dubai or ICP in the other emirates.

Where the process differs from a husband sponsoring his wife is in the review. Some emirates look at the sponsor's job title or ask for an additional approval before the entry permit is issued, and the visa validity is set by the authority rather than simply copied from her own. Children can usually be added to the same file. Because these points vary by emirate and are updated regularly, we confirm them against the current rule before you pay any government fee.

A marriage certificate issued abroad is first authenticated in the country that issued it, then legalized by the UAE embassy there, which now completes the UAE MOFA attestation digitally in the same step.
