The MOJ e-Notary is the UAE Ministry of Justice's online notary service: you upload your document, a federal notary verifies every party on a video call, and the notarized document is issued electronically. Residents sign in with UAE PASS, and visitors can register with a passport where the platform allows. Who Can Use the MOJ e-Notary
The platform serves anyone who needs the federal notary without attending a counter:
- UAE residents log in with UAE PASS, which is tied to their Emirates ID.
- Visitors and people outside the UAE may register with passport details instead of an Emirates ID where the platform offers that option; the notary then checks identity on the call. The details are in our notarization and Emirates ID rules guide.
- Companies act through an authorized signatory, backed by the trade license and the document that proves the signatory's authority.
The Ministry of Justice is the federal notary. Dubai and Abu Dhabi run their own judicial systems with their own remote notary services (Dubai Courts and the Abu Dhabi Judicial Department), and Sharjah uses both the Sharjah courts' notary and the federal MOJ notary. Seven Steps From Login to e-Document
- Get the text right. The notary works in Arabic, so the document should be bilingual Arabic–English or come with an Arabic legal translation. Names, ID numbers and asset details must match the IDs letter for letter.
- Log in. Open the Ministry of Justice e-services on the website or app and sign in with UAE PASS. Visitors register with passport details where that option exists.
- Pick the transaction and add the parties. Choose the type (a power of attorney, a declaration or an agreement, for example), enter every party and upload the draft and supporting papers as clear PDFs.
- Pay the official fees. The platform displays the government fees before payment, and they are paid at cost.
- Wait for the Ministry's check. A reviewer goes through the request. Anything missing or unclear comes back with a note, and you correct and resubmit.
- Join the video session. At the booked time every party joins on a device with a camera and microphone, shows the original ID and tells the notary they understand and accept the document.
- Download the e-document. The notarized document is issued electronically with a way to verify it. For use abroad it then goes to MOFA attestation and the destination embassy.
What You Can Notarize Online, and What Still Needs a Counter
Most everyday notarial work runs through the platform:
- General and special powers of attorney (see our power of attorney services)
- Declarations, undertakings and sworn affidavits
- Agreements and contracts between two or more parties
- Company documents such as resolutions and signatory POAs
- Consent letters, including travel consent for minors
Some transactions still need an in-person appointment or a particular authority, such as certain property matters or documents whose format the receiving office prescribes. We check this first, so you are not sent back to a counter halfway through.
Why Requests Get Sent Back
- No Arabic: an English-only document without an Arabic legal translation.
- Names that do not match: a spelling different from the passport or Emirates ID, or a dropped middle name.
- Someone missing from the call: every signatory must join, and one absence stops the session.
- ID trouble: an expired Emirates ID or passport, or details that differ from the registration.
- Vague powers: a POA that does not list the specific acts, assets or authorities.
- Missing attachments: the trade license, resolution, title deed or vehicle registration the document mentions.
- Tech problems: a weak connection, no camera, or a phone that cannot show the ID clearly.
