These are positioning summaries, not rulebooks. Activity lists and packages change, so we check the current terms for your activity in the quote. In every zone, visa numbers follow the facility: a flexi-desk supports fewer visas than an office or warehouse. The federal portal u.ae lists the free zones and the authority behind each one. RAK ICC often appears in these lists, but it is an offshore registry rather than a free zone: it cannot trade in the UAE or sponsor visas.

Which Free Zone for a Consultant?

For a solo consultant or a small advisory firm, IFZA, Meydan Free Zone, SHAMS and SPC make the usual shortlist. All four sell flexi-desk packages with multi-activity service licenses and let you choose how many visas you pay for. If most clients are mainland companies or government bodies, compare a Dubai mainland professional license before deciding.

Which Free Zone for an E-commerce Business?

Online sellers without stock do well in Meydan Free Zone, SPC or IFZA, which license e-commerce on flexi-desk packages. Sellers holding inventory should look at Dubai South, RAKEZ or Ajman Free Zone, where warehouse space sits inside the zone. Selling from a mainland warehouse or through mainland shops needs extra permits or a mainland license.

Which Free Zone for a Trading Company?

Goods traders who import, store and re-export choose JAFZA for port access, Dubai South or DAFZA for air freight, and RAKEZ or Ajman Free Zone for warehouses outside Dubai. Office-based traders who never handle the goods, such as commodity desks, often pick DMCC. Selling directly to UAE mainland buyers needs a distributor, a branch or a mainland license.

For trading groups, parent-company paperwork is usually the slowest part: incorporation papers, board resolutions and good-standing certificates must be legalized through the UAE embassy abroad before any zone accepts them. Manufacturing, Media and Financial Services

Manufacturers usually compare RAKEZ and JAFZA, which both lease industrial land and factory units. Media businesses gravitate to SHAMS, while SPC fits publishers. Financial services, funds and holding structures look at ADGM or DMCC, and any regulated financial activity needs its regulator's approval first. Five Questions That Narrow the List

  1. What will you sell? Check that every activity fits on one license in that zone.

  4. Do you need physical space? Warehouses and factories rule out most flexi-desk zones.

Corporate Tax Applies in Every Zone

No UAE free zone removes corporate tax. Companies register with the Federal Tax Authority; the 9% rate has applied since June 2023, and a qualifying free zone person can pay 0% on qualifying income if it meets the conditions. Is RAK ICC a free zone?

No. RAK ICC is an offshore registry in Ras Al Khaimah. Its companies hold assets and sign international contracts but do not trade in the UAE or sponsor visas.
